Applications are invited from retired Railway Employee for the re-engagement full-time purely on a contract basis for a period of one year in order to fill up the following existing vacancies in Civil Engineering Department at Raipur Division in terms of Railway Board vide letter no.- E(NG)II/2024/RC-4/9. Dated-15.10.2024, dated-31.12.2024 & dated-20.06.2025.

Eligibility Condition/Qualifications:-
i) The vacant Non-gazetted posts in Pay-Level-1 to Pay Level-9 will be filled by reengagement of retired employee by calling volunteers who retired from the posts in the same cadre/category up to three level higher than the post against which re-engagement is being considered subject to condition that the volunteers retired from the same Pay level and found suitable will be given preference over those retired from higher Pay Level.
ii) Retired employees being re-engaged should not have been covered under the Safety Related Retirement Scheme/Liberalized Active Retirement Scheme for Guaranteed Employment for Safety Staff (LARSGESS).

Other details are as follows:-
Monthly Remuneration- A fixed Monthly Remuneration shall be admissible, arrived at by deducting the Basic Pension from the Pay drawn at the time of retirement. The amount of remuneration so fixed shall remain unchanged for the term of the contract. Annual increment and Dearness Allowance, HRS shall NOT be allowed during the contract period. [Example for determining remuneration shall be as given in DoE’s OM No. F.No.-3-25/2020-E.IIIA, Dated 09.12.2020.]

Age:-
Maximum age limit of the re-engagement is up to 65 years. However employees having more than one year i.e. Age of 64 years or less will be preferred.

Mode of engagement:-
Suitability/competency of the staff should be adjudged by a 03 members committee of Sr. DPO, Sr. DFM and Sr. DEN before such re-engagement duly taking into account safety and other operational requirement. Re-engagement employees should also be free from DAR/Vigilance cases.

Period of contract:-
Period of engagement shall be initially shall be initially for a period of ONE year and further extendable as per requirement. No retired staff should be engaged beyond the validity of the scheme i.e. not beyond 14.10.2026. Re-engaged staff should be discharged immediately on joining of selected candidates from RRBS.

Other Terms & conditions:–
a. An appropriate and fixed amount as Transport Allowance for the purpose of commuting between the residence and the place of work shall be allowed not exceeding the rate applicable to the appointee at the time of retirement. The amount so fixed shall remain unchanged during the term of appointment. However, they may be allowed TA/DA on official tour, if any, as per their entitlement at the time of retirement.
b. Paid leave of absence may be allowed at the rate of 1.5 days for each completed month of service. Accumulation of leave beyond a calendar year may not be allowed.
c. Each engagement should be decided on merits of the requirement and the suitability of the person for the job. The committee should take in account working experience of staff so that they are useful for the purpose for which they are selected.
d. The Scheme will remain in vogue for an initial period of 02 years from the date of issue of instruction (i.e. 15.10.2024) or till further orders, whichever is earlier. Engagement period of an individual retired staff will be for a period of 01 year or till further orders, whichever earlier. However, based on satisfactory performance of a re-engaged retired staff, his/her period of engagement can further be extended for a further period of one year or till attainment of 65 years of age, whichever is earlier.
e. Re-engaged staff shall not be made in-charge of the unit in the Division or in the Construction unit. Re-engaged staff shall not be given the financial and D&AR powers and shall not be authorized to issue any safety certificate. Re-engaged staff may recommend their suggestions on financial and other matters to regular or in-service staff/officer.
f. The integrity aspect should also be checked while permitting such re-engagement.
